By analysing the opportunities and challenges of domestic reconnoitering and designing enterprises since China have entry into WTO, and building argumentation of the current situation of the Hunan Architectural Institute(hereinafter referred to as "HAI"), this paper puts forward the focal point -study on the engineering staffs' encouragement system. And we think that the unreasonable motivation system to engineering staffs is the main reason of preventing HAI from being developed.How to encourage engineering staffs? How to realize the combination of personal value and enterprise value? And by combining the current situation of HAI with relevant motivational theories both at home and abroad , this paper gains the following conclusions:1 .At the present stage, the main demand of engineering staffs of HAT is the material demand. In order to meet their ever-increasing material needs , we must reform the existing salary system and , at the same time ,set up brand-new salary and welfare system.2.In order to guarantee the effective implementation of the salary and welfare system and make the new distribution system accomplish the fairness and justice , we must set up the related system to assess performance.3. According to the characteristics of engineering staffs , setting up the staffs spiritual incentive system and self-incentive mechanism is a simple , convenient and effective measure that can fully arouse these staffs' enthusiasm.4.In order to keep the encouragement lasting to engineering staffs , enterprises must set up sensible corporate culture with leading consciousness and carry out the scientific management system strictly .This text hopes that ,through the study of motivation system of the engineering staffs of HAI, it will find the reasons of perplexing HAI to develop itself. So the study should cause our counterparts to pay attention to reforms of such enterprises in other provinces ,and then to find a new way which matches to the development of state-owned reconnoitering and designing enterprises.
