| Since it was formally put forward by the World Commission on Environment and Development in the report of Our Common Future in 1987, the definition of "sustainable development" has aroused the common interest and concern of the world community. Then how is the implementation and development of the strategy of sustainable development? How will the city development be assessed? In other words, how will the city sustainable evelopment be evaluated? This problem, which is the forward problem in the field of sustainable development, has aroused the increasing concern among the policy-makers at all levels as well as the public. A feasible evaluation indicator system must be worked out in order to scientifically evaluate the sustainable development of a city. The research of the indicator system of sustainable development is still under exploration, and there is no integrated and standard evaluation indicator system available in the world. There are many problems in the research of the indicator system of China, which cannot fulfill the need of the evaluation of city sustainable development.This thesis introduces the conception of sustainable development, probes into its essence, and analyses the ingredients of city sustainable development system and their interrelationship. And then, to overcome the drawbacks to the present evaluation indicators, the thesis, according to the construction methods of the indicator system, puts forward a comprehensive and concise evaluation indicator system, which will embody the essence of sustainable development. As for system evaluation methods, it focuses on the introduction to the multi-indicator comprehensive evaluation method. The last chapter evaluates the overall sustainable development of Baishan City by using the above-mentioned indicator system framework as well as evaluation and analysis methods, and consequently puts forward a policy for the sustainable development of this city, which is based on the analysis of the evaluation results.
