Since the reform and opening, China has been witnessing the transforming of its economic structure. During this course, non-state enterprises have been undergoing various changes in terms of organizing and managing manners .As a result, these changes bring about the development and spatial structure for these enterprises, which, in turn, will become an integral part of the city's layout and citifying. This paper provides as a clue some cases that some non-state enterprises expanded to Xiaoshan, makes a study of non-state enterprises, attempts to analyze the models of expansion and choices of the spots for the new factories, explores their influences on city's space and finally puts forward the strategy that non-state enterprises' expansion interacts with the city's development under the government's guidance.This paper is composed of 6 chapters .Chapter 1 Introduction: proposing the background, purpose and innovation of this study as well as some definitions and the framework of this paper.Chapter 2 Related literature review: through summarizing others' research findings, laying thetheoretical and practical ground for this paper.Chapter 3 Analyzing the investment-inviting policies toward non-state enterprises on the partsof the state and Zhejiang province, Hangzhou, and Xiaoshan; eliciting some macro-policyfactors in non-state enterprises' development.Chapter 4 Based on the questionnaires concerning those expanded enterprises, analyzing theexpansion models and factory-spot choices from a system perspective.Chapter 5 Commenting on the influence brought about by their expansion on the city'seconomy, society and spatial development, then, putting forward the strategy that non-stateenterprises' expansion interacting with Xiaoshan's development under the guidance of thegovernment.Chapter 6 Drawing a conclusion of the previous analyses and making out the main viewpointof the paper, forecasting the possible further study.
