From Supervision During Construction To Owner-substituted Construction Engineering

On the basis of analyzing the actualities of construction engineering supervision (CES) in China, the thesis aims at the common and outstanding problems in the CES with the author's own experience in CES and contrasts the properties, characteristic and working pattern of CES in China to the foreign countries, using the methodology of analogy, induction and analysis. Then it advances the means and measures to innovate the pattern of CES: including reform of engineering supervision organizations; cultivating the personnel of CES; consummating the laws and other regulations in CES; learning and imitating the advanced experience overseas and integrating it into our own experience; using multi-patterns in the construction project management to increase the owner's benefits. The thesis advanced that with the great development of construction consultant, condition should be improved to explore an innovated pattern of construction project management: the owner-substituted construction engineering of Government invested project. This new pattern will drive the single supervision during the period in construction engineering to whole-process project management, including feasibility research of the project prophase, policy consultant, project design, bidding invitation and bidding, construction phase, guarantee phase and post-evaluation. The new patter can also achieves three control targets and manage the project in full-scale. Faithful and famed companies of project management in this industry can be created through using this pattern.
