| This article focuses on the supervising system of Chinese State-Owned and State-Holding Enterprises. Firstly this article compares the Supervising system of Chinese State-Owned and State-Holding Enterprises and the Supervisingsystem of Chinese State-Owned Assets. Based on the comparison this article points out the similarities and differences between those two systems. By doing so, it distinguishs concepts and defines and limits its study area. This part also summarises documents and articles in this area and introduces two main theories used in the whole article: modern property right theory and the principal-agent theory. Then from the prospect of history, the author studies the renovation history of our State-Owned and State-Holding Enterprises SupervisingSystem. Based on the study, The author analyes and summarises its renovationg route. What's more this thesis emphasizes the study on the existing State-Owned and State-Holding Enterprises Supervising System and evaluates it from two aspects: positive aspect and negative aspect. From the point of view of macro collectivity and micro materiality, this thesis profoundly analyes those series of problems existed in current State-Owned and State-Holding Enterprises Supervising System.Through the analysis, the author draws a strong and reasonable conclusion, that the exisring State-Owned and State-Holding Enterprises SupervisingSystem must be reformed. Following a rational line and on the basement of above chapters, the article puts forward the emphases and important significance of reforming the current State-Owned and State-Holding Enterprises Supervising System. Finally, the fifth part puts forward some main suggestions and countermeasures on how to innovate the current State-Owned and State-Holding Enterprises Supervising System and how to design a new system. This thesis points out that the most important measures should focus on the following aspects: the organizing and method system of State-Owned assets supervising the performance evaluating system and incenting restricting system of State-Owned assets managing the recomposing and reforming system of State-Owned capital. |
