A Study Of Relationship Between Villager's Autonomy And CPC At The Basic Level During The Transitional Stage

The villager's autonomy is the great creation of CPC leading millions of peasants to build socialist democratic politics with Chinese characteristics. The characteristic of this creation is not only upholding CPC's leadership but also paying attention to developing direct democracy and implementing the villagers' self-government. After implementing the villager's autonomy in rural china, it evoked change of rural government pattern and it make us face to how to deal with the relationship between CPC's leadership and the villagers' self-government, and in practice we have also met many difficult puestions, and often fall into contradictory and conflict. The primary factors of contradictory and conflict between two comes from economy, political, system, political main body and so on.By analyzing the process of village governance of JinDegu, through the field investigation of more than one month, adopting method that case analyses,and regarding implementation in the countryside of villager's autonomy system as the background, I have carrying on research to the relation between present villager's autonomy and Party organization at the basic level.Villagers' autonomy is an extensively mass organizations and direct democratic systems of the basic content after the rural reform and opening-up of our country, which demonstrated by four kinds of democratic forms: democatic election, democratic decision-making, democratic management and democratic supervision. It is a foundation works of construction of democratic politics of our country.This text has explain the theoretical foundation of villager's autonomy and historical background, has analyzed the realistic evolution of villager's autonomy at many levels, have summarized villager's autonomy and the modes of party's membership credentials at the basic level in practice, and putting forward a kind of new mode and ripe primary condition and guarantee of structuring this kind of mode of the two relation.Dealing with the relation between villager's autonomy and Party organization at the basic level, the most valuable innovation of this text lies in: Becoming the supreme principle that the village manages of the democratic decision-making principle of villager's autonomy, stressing further the villagers' representative conference as the authoritative position of the democratic decision-making mechanism, bringing the Party organization at the basic level into system of villager's autonomy, then each organization in each system performs its own functions in such relevant laws as the constitution and " law of village group " ,etc. all villagers managed the village affairs and finishing the administrative task of the government , so it have fully reflected the essential meaning of villager's autonomy.Villager's autonomy coordinating development of Party organization at the basic level needs certain condition and guarantee: The development of national democratic politics offers the loose political environment for it; the development of socialist market economy is a material base; Strengthening the Party-building.
