Like other countries in Europe and Asia, rapid economic growth, and the tumultuous asset bubble era make rapid exchange on urban landscape in China, much of the scenic beauty passed down from ancient times has been lost. Meanwhile, a monotonous urban landscape has engulfed the nation. The paper tries to discuss the deep structure of landscape conservation system in the developed country, and try to find out the valuable methods for landscape.China implemented its' the first Urban Planning Law in 1990. Based on this law the landscape plan is needed during urban planning. And the Urban Greener Code in 1992 point out that local urban plan administrative organization together with greenery administrant organization have the obligation to establish urban greenery basic plan, arrange public park, residential greenery, productive greenery, and natural landscape. On the other hand, comparing with other Western country, there are still many problems. The landscape organization and management system in China are still very week. Many vacancies in the landscape law system still exist. The relationship of landscape plan and other legal urban plan are illegibility.The same conversion period of landscape had happened in Japan after the II World War, so the paper tries to study the experience of Japan. Japan's first Urban Planning Law was implemented in 1911. In order to regulate the landscape constructing, the history of landscape conservation ordinances in Japan dates back to the 1960s, and today such ordinances exist in 450 municipalities and 27 prefectures. Its first Landscape Law was implemented in June 2004. Through the research, we can get some reflections. The available experience from western country is also a part of this paper, but it only gives some recapitulate analyses for the lack of data. We can also get advices from the difference between countries.The content of this paper include: the concept of landscape, analyses of current state of landscape regulation and management system in China, Japan's Landscape Law and landscape conservation method, landscape conservation planning in western country, etc. Through the study I try to fine some good experiences and suggestions.As a developing novel topic, landscape policy and management relates to a wide range of disciplines. It is significative but difficult, so more efforts should be made, from now on.
