Since the Villagers Committee Organization Act of the People's Republic of China was promulgated, the villagers' autonomy whose principal contents includes democratic election, democratic policy-making, democratic administration and democratic supervision has greatly changed the political life in the basic rural units and has brought far-reaching influence to the transformation of political system. It has been more 20 years since the first villagers' Committee emerged. During 20 years, the villagers' autonomy system has awakened villages aware of their citizen right of benefit and democracy, which accelerates the development of democracy in village. However, the system of villagers' autonomy still has a lot of problems in practice.By analysing the data which come from the inspection to administrative village of Lian-hua town, Qin'an county, GanSu province, the reason why the villagers' autonomy advanced slowly in GanSu and puts forward solution. The thesis consists of three parts: the first part provides a theory framework for the whole paper, covering the first and second chapter. In this part, the various major factors concerning the design of the villagers' autonomy have been discussed. The second part is field-investigations, including the third chapter. Through analysing the data on the spot, the author enumerates the actuality of the special cases area on the villagers' autonomy. There are four differences between the villagers' autonomy of the special cases area and hypothesis in theory. The last part is the analysis in theory, including the fourth chapter, under the foundation of theory framework of the first part, the author scoops out the existing problems of the villagers' autonomy in the special cases area, and put forward the problem-solving countermeasures.
