Flower festivals and events have long history and large quantities. They are welcome and widespread in the world, but there isn't a systematic and specialized research on it in academic interests of tourism. This paper analyzes the development of flower festivals and events both from theory and practice, and hope that it can be a reference to the future development of flower events in our country.This paper use the methods for on-the-spot investigation, document analysis, social investigation and comparative analysis to investigate situation and feature of flower festivals and events at home and abroad. Of overseas flower festivals and events Tournament of Roses in America is analyzed as a type of modern amusement and Cherry Blossom Festival in Japan is analyzed as a representative of traditional custom, and find their experience is profound cultural connotation, specialized management team and market mechanism. Of internal flower festivals and events Nanjing International Plum Blossom Festival, Luoyang Peony Fair and flower festivals and events in Shanghai are analyzed, and find the advantage of internal flower festivals and events is rich natural resource, featured flower culture and support of government and the shortcoming is utilitarian purpose, administrative operation and lacking of scientific management methods. Based on these analysis the paper points out the main factors that influence flower festivals and events are social and cultural factor, economic and scientific factor and environmental and locational factor.In the end, the paper suggests the development of internal flower festivals and events must be considered from both microscopic level and the macroscopic level. At macroscopic level we need the purpose of Two Effects, market operation and standard management, and at microscopic level we must enrich the contents and forms of flower festivals and events.
