Follow WTO Transparency Principle, Improving The Transparency Of Our Government

The transparency principle is one of WTO's basic legal principles, the transparency principle will have an overall and deep impact on construction governed by law in our country as member state of WTO, it will bring far-reaching and positive influence to our country governed by law from the system aspect and operation aspect. We can say, joining World Trade Organization including transparency principle and a whole set of complete legal principles and systems, the process will be launched rapidly and deeply to promote our country and rule by law greatly.So, at the request of WTO transparency principle and construction governed by law, we must improve the transparency of our government," the sunshine is operated " for enabling activity of legislating, enforcing the law etc. according to the legal provisions and course of law transparence, it is rational that enforcing the law in the fair right law, justice authority to legislate to disclose, thus safeguard legal authoritativeness and the people's interests conscientiously, promote the realizing of the socialist country governed by law as soon as possible.This text regards WTO's transparent principle as the breakthrough point, carry on some theory analysis on how to improve our government's transparency.The whole text is divided into five parts altogether:The first part (chapter one): Introduction. Including the background and actual meaning of studying the subject; the general researches both at home and abroad; the thinking and main contents of this subject; the research approaches of this subject.The second part (chapter two): The content of WTO's transparency principle and its position in WTO rules. Including: the main contents of the transparency principle; four basic legal rules of WTO; the transparency principle's position among WTO. We can have a basic understanding on WTO transparency principle form this chapter.The third part (chapter three): The transparency principle's requirements and commitment made toward the government of member states. Including: WTO transparency principle requires the government of member state to undertake four basic obligations, four commitments that our country makes; WTO transparency principle is suitable in our country. We can have an acknowledgment about WTO and the commitments our government made through this chapter.The fourth part (chapter four): Follow transparency principle, improve the transparency of our government. Including: WTO's transparency principle and society governed by law require our country to set up transparent government; the function of improving government's transparency.The fifth part (chapter five): The suggestion of improving government's transparency. Including: improving the transparency of government's administrative legislates; improving the transparency of the government's administrative law enforcement; make administrative procedure law and law for disclosing government's message; Perfecting the judicial review; improving citizen's consciousness of participating in political affairs.
