The Women's Federation is one of the most extensive, complete in structure, influential organizations and the only one which was set of government administration in China. The special connection between The Women's Federation and government make its work affected by the future deeply. Along with social development, the organization was facing a great challenge, such as:shortage of full-time employee in grassroots, inequality of internal resources from accessing to distribution, serious interest differentiation in women groups, gender stratification in women groups, different requirements for The Women's Federation with different class. In the new historical period, the organization appeared many problems,such as unbalanced development, not flexible operating mechanism, etc. that need to change the members who were the voice of center to improve the development.The paper based on the theories of bureaucracy, by using empirical methods of question and interviews,taking the Women organization of Jingmen as example, was aim to know the quality of women team and the views who was in The Women's Federation. In the paper, the author put the member in three dimensions:professional status, female identity and demand object status by the investigation of understanding and evaluation of the organization. The paper was wonder to know the situation and problem with the roles of the organization and operation system reflected by professional status, the cognitive level from female identity and the development orientation from demands object status. Finally the auther summary the issues which were reflected by members, then to find out the path of change by solving current work from the organizational level and gender dimensions.
