Second, combined with the practical and theoretical aspects of domestic exploration, it elaborates whether it was ripe for the construction of the system.The second section of the thesis introduces the obstacles for the minors to return to the society and the significance of the system. From the system and the concept of respect, it analyzes the obstacles for the minor's returning to the society in detail, combined with our specific law and specific conditions. Then, this chapter analyzes the need to build the system from four aspects in detail, and demonstrates the necessity and urgency of the system.The third section is about the ideas of the system and the measures of some specific parts related to the system. First, the definitions of minors, criminal records, relative elimination are made in detail, so as to make some preparation for the system's construction. Then, it make some exploratory about the construction of the system, combined with the design, effect, implementation and other aspects of the system. Finally, from the reality of how to ensure the implementation of this system to achieve the desired law and social effects of their perspective and how to solve some problems, it arises own proposals.
