Relying on the masses is the basic way to revolute and construct. Coming from the masses and going to the masses is the basic method of leadership and work. It is creative use of theory of knowledge of dialectical materialism.In the new era, constructing socialistic harmonious society, comprehensively pushing forward the great new party-building project and constructing socialist democracy with Chinese characteristics are the major strategic tasks of the Party. Practice proves that to solve these tasks the Party must stick to the mass line in the new historical conditions. With the development of the reform and opening-up and the socialist modernization drive the mass line presents several new characteristics such as the target objects become more diverse, the way of working is diversified and the working environment is more complex. At the same time, sticking to the mass line is confronted with new problems in thought concept, style of work and operational mechanism. Historical experience has shown that whenever the effect of carrying out the mass line is excellent and the Party is close with the masses, the cause of the Party will develop smoothly; whenever carrying out the mass line is ineffective and the Party is in bad with the masses, the cause of the Party will suffer setbacks. Therefore, in the new era implementing the mass line should explore effective methods in view of the new characteristics and problems, such as valuing the interests of the masses, respecting the principal role of the masses and improving relevant systems.Mass line is the Party's basic line of work, basic political line and organizational line.
