Research Sbout The Relationship Between The Rural "two Committees"in Contemporary China

The practice of the villagers'autonomy,especially the direct election of the village committee,has brought great changes to the people's idea and concept. Meanwhile,it's also a new requirement to the Party's ways and methods of leadership in the countryside. With the deep development of the villagers'autonomy,the relationship between the rural"two committees"(the relationship between the Party branch and the village committee)gradually exposes a lot of contradictions and problems in practice. Investigating the history of the relationship between the"two committees",grasping the problems and current situation of the relationship between the"two committees", analyzing the causes of the"two committees"contradictions and searching the countermeasures and suggestion to resolve the"two committees"contradictions and form a kind of harmonious relationship are not only the objective necessary to practice the villagers'autonomy,but also the necessary requiement for strengthening ing the Party's leadership.The dissertation tries to search the relationship between the rural"two committees"in contemporary China and puts its stress on dipping into the contradictions and problems. On the whole,the mainstream of relationship at present is good and the relationship between the"two committees"is harmonious on the whole. But the contradictions and problems exist universally which are mainly shown by the following several aspects: The Party branch is in power by itself;The village committee undertakes the whole thing;The"two committees"struggle for power. The contradictions have come into being for many causes,which include system causes,historical causes, subjective causes and objective causes. From an overall point ,the village Party branch is the main aspect and he village committee is a secondary aspect in the "two committees" contradictions. The"Two committees" contradictions not only affect the rural economy and social development ,the smooth implementation of the villagers'autonomy, the ties between the Party and people, the Party's governing capacity construction but also affect the construction of new socialist countryside and harmonious socialist society. The "two committees" contradictions can be resolved by the following approaches: Try to adopt the "two-vote system", "One Task" and "one system to resolve three powers" which are useful for practice ;Strengthen the system construction and make the terms of the"two committees"clear; Strengthen the Party's primary construction to improve the Party's governing capacity; Strengthen Grass-roots cadres and villagers'education and training to improve the political quality and democratic consciousness; Optimize the political environment to create a relaxed atmosphere.The text of the dissertation is divided into four chapters.Chapter one is about the historical expedition.Chapter two is about the current situation and problems .It assesses the present state objectly , analyzes the three types of the "two committees" contradictions and points out the illeffects of the "two committees" contradictions.Chapter three analyzes the causes of the contradictions which include system ,historical ,subjective and object causes. Chapter four is he design of countermeasures which are put forward .According to the analysis of the types and causes of the contradictions above,several explorative countermeasures are suggested which are not only the analysis of theory but also the exploration of practice.
