Research On Issues And Countermeasures Of Local Government's Performance Assessment Under Double-society

With the double-society idea and trial plot reform, how to construct it and how to enhance government performance and provide satisfied resource are becoming the crucial issues. Local government performance is a kind of government management tool having the active function on management level and performance factors. The recent local government performance assessment enhances the government functions transfer and efficiency prompting, but there is realistic gap. Hence we will borrow western countries'performance system, then combine our local government aims and practice experience to improve double-society's countermeasure of performance system.The first chapter analyzes the subject background and meanings. The forth chapter systematically states the countermeasure and suggestion of local government performance assessment.Hence, the local performance assessment improves the service quality and enhances the administrative efficiency. However there are new issues coming. According to the double-society background and demand, the paper will put forward improving countermeasures to further better performance assessment system and administrative quality.
