Research On Performance And Prevention Countermeasures Of Welfare Corruption Of Public Organizations In China

China is currently in the critical period of economic and social transition, corruption is complicated, and anti-corruption work is extraordinarily critical. Scholars make time in-depth study and research about corruption and anti-corruption issues of China in transition from political science, economics, institutions and other point of view.They put forward many insightful views, but the research has been mostly concentrated in the official abuse of power corruption, bribery, self-dealing and other dominant "individual" of corruption issues, specifically research for covert welfare corruption of public organizations also is not deep enough yet to form a system that seems slightly lacking. Based on the inspection of a large number of documents, in-depth field society work, and comprehensive analysis on the combination of public organization theory and welfare corruption of the existing research, this paper analyse the connotation, types, characteristics, nature, systems performance and causes about welfare corruption of public organizations, and then puts forward a series of countermeasures.The welfare corruption of public organization is be defined in this paper as a gray corruption phenomenon that staff and their families of public organizations, also governmental and public enterprise, can get free or below cost price of products, services and other super-national treatment from the work units, organizations, departments and within the scope of authority under the guise of the welfare, including welfare corruption of governmental organizations and welfare corruption of public enterprises.Welfare corruption of public organizations in general have the basic elements of corruption, but different from the general nature of corruption, it has intrinsic, invisible, and infectious, exclusive, refractory and control features.It is in fact the"distributional coalition"phenomenon in the studyof Distinguished Professor Mancur Olson.Welfare corruption of public organizations is widespread and the general in our country, bring great harm to economic development and social stability. To china's government, governancing the welfare corruption of public organizations is very necessary, it is not only the premise of rational allocation of public society resources and narrowing the gap between rich and poor premise, and is also the basis of increasing state assets in value, elimination of rent-seeking behavior, enhance the image of the party and the government, and correcting career orientation. Welfare corruption of public organizations emerge and continue to spread in China, not only for historical reasons, there are real causes, not only subjective reasons, there are objective reasons. Put administrative affairs into legal and open, establish transparent and open operational procedures of the power systems, standard price hearing system, establish and improve audit control system, reform of the existing national income distribution system, strengthen the reform, introduce competition mechanism .
