In west countries, with the development of the rule of law and political democracy, taking blame and resigning is coming into the public's sight as a responsible manner of officers, and become a common phenomenon in political life, most ruling party officials enhance the sense of responsibility with taking blame and resigning. Since the new century, with the continuous progress of political and administrative system as well as the gradual establishment of people-oriented concept, China has stepped a new pace in taking the responsibility of the government, one of the most representatives is "taking blame and resigning" phenomenon. The taking blame and resigning of our country are different from the West, it is as an institution from the West, established combing with China's national conditions. Since then, taking blame and resigning becomes a remarkable new phenomenon in China's political life, its creation marks the continued standardization of government power and government responsibility for the continuous clear. In recent years, some regions and departments have issued the relevant specifications and documents. In particular, on Jan.1,2006 implementation of the "Civil Servant Law", into which taking blame and resigning is at the first time, makes behaviors of the officials go to a systematic, standardized and legal tracks, and because of negligence and failure behaviors some officials have resigned. Thus, resigned implementation of the system has achieved some results, there are in the establishment of responsible government, creating a good image of the government, enhancing sense of responsibility of officials and improving the cadre and personnel system and so on.Resignation should take the active behaviors of government officials, but due to impacts of the Chinese traditional culture and institutional development defects, resignation did not consciously choose to become negligent officials. In the specific implementation process, it has unsatisfactory results, even many of the obstacles encountered, produced a functional twist, the implementation of difficult issues, and guilty without any hesitation, the implementation of strict, formalistic and other phenomena often occur. Overall, because the standard,opportunity of the resignation have some ambiguity, affect the operation of the system. Resignation in the implementation process, there is misunderstanding in accountability, transparency is not high, limited scope, absence of follow-up management are widespread. These not only affect the implementation process of the system, but also produce a series of negative effect, there is moral hazard abuse. Therefore, probe into the plight of China's resignation and the formation of the reasons, seeking to the path selection of system innovation imperatively.This paper mainly studies the origin and the resignation of the system, connotation, significance, and the implementation of the theoretical basis for the resignation of the system; Base on the status of the resignation of China's leading cadres, to summarize the plight of the implementation of the system in China on the basis of combining the resignation, adapt from the scope,standards, procedures and administrative systems and other aspects, analyze the depth theories, find out the reasons to improve the system providing the basis for resignation. Given the above analysis, learn from the experience of the United States, propose the improving suggestions of the system. The focus of this article is the thoughts of completing system, there are developing and improving relevant laws,regulations and supporting systems, perfecting system, fostering good political culture and improving the supervision mechanism, propose some personal ideas, wish to provide some useful inspiration for development of system in China.
