Research On Administrative Organization Reform: In The View Of Governance Theory

Administrative organizations get hold of the country's most important political power, they also have the dynamic power to move the society forward and occupies the prominent position in the political life and public governance. Whether administrative organization could govern the society and the public well is the important stand to value the country's capacity of social management and comprehensive national strength. The governance capacity of administrative organization affects the standard of public's life, the orderly operation of country operation and social stability, even more has great impact on the image and reputation of administrative organization in public's mind.Administrative organization reform is a dynamic process, with the development of our country's market economy, continual promotion of democracy, increasing demand of public's life and great impact of the globalization and informationization, administrative organization will confront with more and more new challenges, so administrative organization must promote changing organization in order to respond to the challenges. Fifth plenary session hold by Community Party in 2010 highlight the important meaning of promoting stable political reform, and make the administrative organizational change become the hotspot issue.Basing on the issue above, research on administrative organization has become more and more significant.This paper elaborates the deficiency of our country's organization in the view of governance theory from three aspects which contain the governance environment, the governance structure, and the governance mechanism. According to governance theory, this paper proposes the basic thought of administrative organization reform, with the hope to provide the advices and suggestion to the policy makers and improve the organization reform perfectible.According to the demand of the research, this paper consists of four parts which accord with bring up the questions, analyzing problems, and solving problems.First section is introduction. Basing on the view of governance theory, this section elaborates the research background and meaning of administrative organization changing, summarizes the research status quo domestic and abroad about administrative organization reform, and points out the research methods and framework.The second part is the framework of analyzing the administrative organization in the view of governance theory. This section provides the theoretical basis for this paper, defines the research subject restraint, presents the relevant theory about governance and organization reform, finally elaborates the framework of governing the administrative organization.The third part is the deficiency of governing the administrative organization. This section elaborates the deficiency and the reason of administrative organization from three aspects which contains the governance environment, the governance structure, and the governance mechanism.The fourth part is the basic conception of administrative organization reform in the view of governance theory. Basing on the situation and development in China, we come up with proposes of countermeasures of the reasonable governance structure, perfecting governance mechanism and governance environment to administrative organization.
