Analysis For The Declassification And Opening Of The Diplomatic Archive Of China

Diplomatic archive takes an exceptional status in all archives of a country. Archive opening is an international convention. But diplomatic archives opened 17 years later than archives in China opened in succession since"archives law of the people's republic of china"in 1987.It has been followed by home and broad as soon as had been opened. In the writer's opinion, diplomatic archival opening is not only a phenomenon of archival opening but also a phenomenon which is closely related tot the political development of China and changes of policy by the international situation.In this paper, the writer is trying to analyze the reason, the trait and the value of diplomatic archival opening for more comprehensive and in-depth study of it.In the first department, the writer defines the definitions of archive, diplomatic archive and diplomatic archival opening etc. Archive is original record which is formed in social activity by organ of the country, social organization or individuals and preserved for being searched which contains documents, photos, tapes, discs etc. Diplomatic archives in this text refers in particular to archives belong to the Ministry of Foreign Affairs of China in activities of enforcing the foreign policy of China.In the second department of the text, the writer analyses the reason of diplomatic archival opening in the end of 20th century. It mainly contains seven headings which are about nature of democracy, advancement of the political development, process of the political restructuring, progress on political and economics and the neo-diplomacy. It is closely related to the advancement of the political development, the stability of political and economy, the great impact of international institutions to China, and also the change of traditional diplomatic to new diplomatic.In the third department, the writer sums up the traits of the phenomenon of diplomatic archival opening. The writer summed up traits as easy and rigorous procedure in searching and borrowing, strict procedure in appraising and most comprehensive in opening. The text makes a simple analysis by the data from the Ministry Archives of Foreign Affairs of China. In the forth department, the writer analyses the influence of the phenomenon of diplomatic archival opening. It is not only benefit for making government affairs public, but also benefit for the protection of the right to know. It adds to the channel of diplomacy, promotes the corporation and be constructive to solve the problems in diplomacy while being very important to scholarly pursuits.
