Labor and human resource development is one of the trend, it largely for solving the employment problem, this thesis is worth studying, and is of great significance.Our service dispatching legal system since birth with the reform and opening, the rapid development, and become the accepting unit can choose one of the important form of labor, the labor contract law in such important laws, labor laws of the system, promote the dispatching the healthy development of the legal system. However, to say is, our country legal system of dispatching developing still exist many serious problems, not to solve these problems, the legal system of dispatching development may be going in the wrong direction can also affect the development of social economy, the damage to the employees of legal legitimate rights and interests.This paper adopts multi-subjects amalgamation research, the qualitative and quantitative methods of comparative analysis and angles in surveying and solicit opinions, and on the basis of many Chinese labor dispatching legal system that exist in the development of the main problem is (1) equal to soive, (2) the abuse of dispatching phenomenon seriously, (3) the dispatching institutions manage substandard, These reasons are:(1) labor market of unbalanced supply and demand, (2) the legal status of the employees placed on the weak, (3) the unit of choose and employ persons and dispatch organizations. The results of benefit too chasing to solve these problems, this paper holds that (1) perfect the system of equal pay for equal work, to strengthen the protection of employees, must be in income "labor law", "labor contract law" to be equal to the employee, clear www.georgeson.com sending unit and the accepting unit of their respective obligations and responsibilities, strengthen the administrative departments of labor security of the administrative law enforcement and effective protection equal rights, employees, and further deepening the reform of state-owned enterprises gradually eliminate "double labor" phenomenon.
