Research On The Issues Of Human Rights Protection And National Human Rights Institutions

Through historical-materialism analytical method, this text has deeply explored various understanding to the concepts of human rights from those scholars at home and abroad at different periods and then came up with essential points of the concepts of human rights at present and for a certain period in the future. Through understanding the concept of human rights, the author analysed the essential points of protecting human rights and tried to research from the human rights theory into the human rights protection practice. On April 13th,2009, the State Council Information Office released national human rights protection programe(2009—2010), which was another important human rights proclaim released followed by the first "human rights white paper".The paper had detailed explanation to the human rights our citizens had and to the efforts we had made to protect human rights, however, seldom introduced national human rights institutions. Our national human rights institutions used to play an important role in promoting human rights and human protection, while there are still some flaws due to the limitation of the formation, setting, responsibilities of the institution itself. It's necessary to reform the present human rights protection system so as to catch up with the international human rights movement and meet the need of future human rights work. The chief task: building up and improving the laws of human rights institution construction. Short-term goals:expanding the content of the human rights protection, leading and improving non-government human rights organizations, coordinating the relationship between developing human rights and social undertakings; Long-term goals:building up Official Professional Human Rights Institutions; building up comprehensive, multi-level and three-dimensional human rights protection system, which is oriented with Official Professional Human Rights Institutions and combining with non-government human rights institutions, combing professional and non-professional human rights.
