A Research On Functional Transformation Of The Township Government In Yunnan

To achieve comprehensive well-off society, efforts must focus on rural areas as its backwardness. In October 2008, reforms and development in rural area that face many difficulties and challenges, especially the deep-rooted contradiction caused by urban-rural dual structure, was put forward in the Third Plenary Session of the Communist Party. "As the foundation of agriculture remains weak, it most need be strengthened; as the development of the rural areas still lags behind, it most need be supported; as peasants'income still increases difficultly, it most need be accelerated. " At present, China has developed in a stage when the industry drives the development of the agriculture, and the urban areas bring along the development of the rural areas. Also, China has entered into an important situation when urban-rural dual structure is placed the stress on getting rid of, and forms the development of the economy and the society of the urban areas integrating with that of the rural areas. Township government, as the most grass-roots government, is both the foreland of the national administrative power and the represent of the interests of peasant masses. And township government not only advocates and implements the policies of the higher levels of government, but also forcefully promotes the society and economy under its jurisdiction. The function reference of township government, reflecting the basic direction and prime tasks of the governmental activities, affects the pace and the quality of implementing the scientific concept of development of the local economy and society. For a long time, the unbalanced model of collecting agricultural surplus to support the accumulation of the industry brings in the rapid development of China's urban construction and industrial power, but, simultaneously, causes the phenomena:the agriculture have to counterbalance the development of the industry; the rural areas have to sacrifice for the development of the urban areas. As of result, the insufficient investment in agricultural construction and production leads to the unbalance development of the urban and rural areas. At the same time, a number of complexly systematic and policy-related vested interests structures restrict the pace of the comprehensive reforms in rural areas. This article takes township government in Yunnan as the research object. According to the provincially factual situation of the frontier areas, the minority zones, the mountainous territories and less developed regions in Yunnan, the comprehensive function of the whole township government and the typical function of the regional township government are defined. And in view of the status quo and questions of the function of the township government, the measures and suggestions are presented to favor the functional transformation of the township government.
