The Reality, Problem And Solution Of Structural Reform On County That Managed By Province Directly

With the development of market economy and the speed up to the administrative system reform, system of county managed by city gradually appears a problem:more harm than good. In order to practise Scientific Outlook on Development and solve a series of problems in the system of county managed by city, we have actualized the structural reform of county managed by province directly since 2002. Five years later,24 prefectures had had actualized reform of county managed by province directly, except several autonomous minority nationality areas which are unsuited to it.40 percent counties or cities have made experiments on financial system reform, more than 200 counties or cities have made experiments on strengthening county and enlarging the managerial powers of the localities. On July 9th,2009, ministry of finance promulgated a file to schedule the reform on county managed by province directly. That is, at the end of 2010, all the provinces except autonomous minority nationality areas sweep reforms on county's financial managed by province directly.All in all, the management system that county's financial is managed by province directly, removes problems that caused by the system of county managed by city to a certain. That is, administrative hierarchy is decreased, administrative efficiency is improved and coordinating development of economic, social is promoted. However, finance managed directly has product more and more problems to county managed by province directly. With further reform, it is hard to avoid administration and personnel. Therefore, it is an important problem to over-all plan reform of financial system and that of administrative system.Under the situation that the whole country especially Hunan Province speed up system reform on county managed by province directly, this article focus not only on the angle of reform on finance as most of the research have done, but on the angle about over-all planning reform of financial system and that of administrative system which is not so much concerned.With ways of document research, discover research and comparative analyses, the article summarizes the situation of system reform on county managed by province directly, makes a further study on the problems being in the system reform as well as the reasons.
