| As social and economic development and scientific and technological progress, population aging has become a global problem, and gradually exposed. Accelerated aging of the population and the morbidity of the elderly population rising has dramatically intensified the national social pension and health care pressures. Pension problems are being incorporated into national development strategies around the world, and become an important national agenda of the government work. As the world's most populous country, the performance of the aging population is the absolute number of large, old before getting rich, a significant trend of aging characteristics. In the background that aging populations, increasing the empty nest of old, our traditional way of old-age has been challenged. As soon as possible to carry out a suitable pattern for China's pension service is the most importance.Home care for the aging is different from the traditional family pension, which is home to the Social Security of a combination. It refers to the elderly living at home, and mobilizes all sectors of the society to provide services for the elderly. It is based on family pension at the core, community-based services to the daily life of the elderly care, medical rehabilitation, and mental comfort as the main services, day care and home community to provide services as the main form. Home care model is developed in recent years of a government-led model of community endowment, with a concentration of resources, services, high efficiency, low capital investment, space requirements are small features, suitable for the development of China's national conditions and demographic conditions. This research effort on the successful experience of home care from developed countries and regions, and summarized the existence of several old-age pension models and resources of Chinese society. This research make experiments in QianShan Street XianZhou District of ZhuHai City, based on the theories of social welfare, government function's transforming, and on how a variety of services for the elderly needs to be actively carried out. By the site survey, we analyzed the importance of home care services, and its operational and policy guidance, and deeply aware of the difficulties and solutions for the development of home care. Through the investigations in this district, the research collected a variety of detailed data collection. The advantages and disadvantages of home care services are listed. The problems and difficulties between software and hardware are analyzed. Meanwhile, the researcher points some views on how to develop Community Support Services model in Zhuhai City. The development strategies include: 1, the establishment of community, street, district, city, four home care service systems, 2, to encourage the operation of private non-profit institutions, 3, to gradually establish the access mechanism of social system, 4, to organize a work team which combining professional social workers and volunteers, 5, to standardize management of Home Pension Service, increasing the items of home care services. In a word, to develop the Pratt & Whitney type community care service model which is based on home care, supported by community service, supplemented by the institutions for old-age, combined family, government, social, and self-resources of elderly accords with the situation of Zhuhai. It is also a social aging care service development path that coordinated development of the economy and society and the elderly can fairly enjoy the fruits of reform and opening-up. Through this endowment pattern, not only could stimulate old-age and related industries of Zhuhai City, but also could increase employment opportunities.
