In the information age, the necessity of the construction of e-government has been unquestionable, and its importance has been increased to unprecedented heights. With active political impetus and administrative backstopping, most developed countries place it in the national strategic level. They try their best to construct e-government by using a large amount of national resources. There are two reasons for me to research the system and mechanism of managing e-government. For one thing, in our country, most problems of e-government development associate with the system and mechanism of e-government management. In order to grasp information age opportunities and expedite Chinese modernization, the government must be fully aware of the urgency of strengthening system and mechanism of e-government management construction. For another, as first-level administrator and practitioner, I have the full realization that it's significant for making local e-government construction healthy and orderly progress to construct management system and mechanism. In this paper, the author tries to explore the meaning and function of system and mechanism of e-government management, analyze the conditions and problems of Changchun and propose solutions to improve it by comparing the theory and practice of domestic and foreign.Besides the preface, this paper is divided into three parts.â… Summary of system and mechanism of e-government managementFirst, the system of e-government management refers to the structure and composition of the e-government management system, that is, what form of organization used and how they combine into a rational organic system, and what means and methods to achieve the management tasks and objectives. The system is to provide management scope, authority responsibilities, interests and norms of mutual relations of e-government management, and organization setting is the core of it. The necessary conditions ensure the e-government healthy and orderly development are top layer, special management, detachment, strong information technology sector balance, coordination and guidance.Secondly, the mechanism of e-government management is the structure, function, relationship, impact, function of the process and operation mode of various factors that impact the e-government management activities. The mechanism is the basic principles and corresponding regulations related to the e-government activities of the human, financial, and material. It will guide and constrain e-government decision-making. The mechanism includes the internal and external factors that are to determine the behavior of e-government and their mutual relations. Optimization of e-government management mechanism and management model is the important factor that is to enhance the e-government in the social, economic and promote e-government healthy and orderly development.â…¡Condition and problem of the system and mechanism of e-government management of Changchun CityIn the management mode, e-government of Changchun City experiences transition and change-from the technical-led to the government-affair-led, such as E-Government Coordination Leading Group, their office is located at municipal government office. This designing makes the e-government work like "A game of chess". The establishment of e-government management agency is the end up of the long time of e-government construction in Changchun City which is in no planning and extensive development. A working pattern, "A game of chess", is created in the city's e-government party and government organs. Now the main problems that exists in e-government management system is the lack of overall planning capacity and coordination of efforts. In e-government management mechanism, a number of e-government projects are lack of overall coordination; e-government market-oriented operation mechanism is poor; e-government management framework needs to be improved further refinement; e-government assessment mechanism has not yet formed a complete system; e-government construction has not yet touched on the fundamental government reform.â…¢Countermeasure research on the system and mechanism of e-government management of Changchun CityFirstly, in strengthening the management of Changchun City e-government of systemic response, I propose from the following aspects: First, in terms of organization system, we emphasize that the work style of the city's e-government is adopted leadership and collective decision-making. Second, in the overall planning, the city's e-government construction plan is sketched out by the Municipal Leading Group Office, after coordinated by the municipal e-government leadership group, it will be carried out. Third, in project management, project applicant units, based on the general requirements of e-government construction plan and in accordance with pertinent regulations, organize the professional organizations draw up demand analysis report. Secondly, in strengthening countermeasures, I propose from the following aspects: First, we should improve the decision-making mechanism, give full play to the leading group coordinating e-government decision-making functions, make scientific group decision in time for the major issues and common problems of e-government development, such as planning standards, major projects. Second, we should strengthen the enforcement mechanism, including dividing the work clearly according to the "same rights and responsibilities" principle, strengthening the projects and funds management of the city's e-government construction.Secondly, in strengthening countermeasures, I propose from the following aspects: First, we should improve the decision-making mechanism, give full play to the leading group coordinating e-government decision-making functions, make scientific group decision in time for the major issues and common problems of e-government development, such as planning standards, major projects. Second, we should strengthen the enforcement mechanism, including dividing the work clearly according to the "same rights and responsibilities" principle, strengthening the projects and funds management of the city's e-government construction. The third is to establish monitoring and evaluation mechanisms, including studying and exploring the assessment content and scope of e-government construction in Changchun City, enhancing the strength of e-government monitoring and evaluation, and putting the result into the annual target assessment.
