| With the rising and rapid development of open register, more and more ships fly a foreign flag, which increasingly challenge the traditional ship registration system. Lots of countries have implemented a new ship registration system on the basis of the original registration system, i.e. the second ship registration system. It is a system similar to Flag of Convenience formulated and implemented by the flag state, on the condition that the traditional ship registration system should not change. The establishment of the system can better maintain and strengthen our nation's status as a big country in shipping industry, wide the influence of China's ships, increase tax income for the nation, as well as lower the cost of the operation of ships.At present, China has begun to investigate and further establish the second ship registration system, with Shanghai, Dalian and Tianjin as the experimental port. On the basis of analyzing the traditional ship registration system, borrowing ideas from existing second ship registrations system in different countries, combined with the specific practices in China and taking Dalian Bonded Port Area as the entry point, the thesis gives a feasibility analysis of establishing the second ship registration system in China. And, useful proposals on future ship registration system, in the aspect of ship registration regulation, sailor arrangement and tax policy, are also put forward. |
