In China, the rural migrant workers in cities, generating from and developing rapidly by the process of industrialization, urbanization and reformation & openness, play indispensably crucial role in the urban economic construction and social development. However, a series of social problems have occurred successively. The fundamental solution to these problems is to realize the urbanization of peasants. In foreign market economic countries, shift of the rural surplus labor force to city goes with the urbanization of the peasants with most rural surplus labor force changed to city residents in the process of transferring to city, by comparison, the situation on the shift of colony of rural migrant workers has not developed in the same way after 30-year reform. The shift lies in the occupation from agriculture to non-agriculture, rather than the peasant identity. The slow process of urbanization of the rural migrant workers has restricted the modernization of China so that it is significant to promote the urbanization of rural migrant workers.The so called urbanization of rural migrant workers refers to the process and phenomenon that the rural migrant workers overcome various obstacles and finally shift to citizen during the industrialization and modernization construction. Since the foundation of China, the economic development has proved that two type of identity system formed in the period of the planned economy is the fundamental barrier for the urbanization of rural migrant workers. For the constraints of household registration system, the rural migrant workers can not enjoy the same rights and interests as the citizens. Compared with the citizens in the treatment of employment, social security and training on culture and technique, the rural migrant workers just can be classified as Second Class Citizens. The negative influences resulted from the household registration system, such as employment disadvantages, lack of social security and insufficient in training have also brought unfavorable influences to the citizens themselves. So the deep reformation of household registration system should come first if we expect the realization of urbanization of rural migrant workers.The article can be divided into the four chapters:In Chapter 1 Introduction, the origin and current situation of the colony of rural migrant workers are introduced firstly. With development through years, the colony of rural migrant workers is huge. However, household registration system that features the separation of urban and rural areas restraints the rural migrant workers from shifting to city citizens in the process of transferring to cities. Secondly, the current research on the household registration system and urbanization of rural migrant workers in foreign countries is also described. As far as it goes, there are very few works on urbanization of rural migrant workers at home and abroad. Many scholars analyzed this issue from different perspectives in the form of paper or periodical with the foreign study hinting on the mirror of the mobility of rural surplus labor force on urbanization of rural migrant workers in China. Finally, related concepts in this article are defined, including the connotations of household registration and rural migrant workers and urbanization of rural migrant workers.In Chapter 2, the current situation are described and analyzed. In the first section, the current situation of rural migrant workers is analyzed in employment, social security and training on culture and technique of rural migrant workers. Besides, the fact the urbanization of rural migrant workers has been kept in a low level is also been put forward. In section two, the current situation of the urbanization of rural migrant workers is analyzed. Firstly, most rural migrant workers expect to shift from peasants to city citizens. Then, favourable conditions for urbanization of rural migrant workers are also analyzed with the significance of urbanization of rural migrant workers stated in the end.In Chapter 3,this paper mainly introduces the formation and shortcomings of China's existing household registration system.The first part describes the formation of the household registration system, which formed in the period of planned economy and has played a positive role in social stability and economic development in the early period, but because it is a system of restriction for civil liberties movement in essence,it makes a foreshadowing for citizenization of migrant worker; the second part describes the shortcomings of the household registration system. Seen from now,the gradual reform on household registration system started in 1980's is not a thorough,successful reform, there are still many issue,which makes against citizenization of migrant worker,in the reformIn Chapter 4,this paper mainly analyses the restriction for citizenization of migrant worker caused by the household registration system and its solution.The first part mainly discusses the restriction for chinese migrant workers in employment, social security, cultural and technical training three aspects, it is just the household registration system derived from the planned economy that China's migrant workers can't enjoy the same treatment as the cityresidents in the former three areas, the system also limits citizenization of migrant worker;this paper also analyzes the adverse effects for citizenization of migrant worker brought by household registration system; second part focus on the solution of restriction for citizenization of migrant worker caused by household registration system, puts forward corresponding measures to improve the disadvantage of migrant workers in employment, lack of social security, insufficiency of cultural and technical training to promote the citizenization of migrant worker.
