Find out a method which is better to guide the Problem-solving of the CCA in practice.The first part is to introduce the formation of consumer associations and an overview of social functions. In this part, expound the problem such as internal factor, driving force. Consumer organizations face different social e groups: government agencies, trade associations, consumers, operators. they are formed between the different cross-cutting social relations.Consumer Association resolve the contradiction between the consumer and the business is in complex situation. The property that CCA different from other organizations is complexity and propensity, therefore, there is more advantage than the others.There are seven functions which is given to CCA in China's Consumer Protection Law, As the start key, the consumer must be asking for help. In other words, CCA is in the passively waiting for seek support from the consumer.If CCA involved in disputes between operators and consumer, reconciliation agreement which they concluded can't be enforced, etc. When CCA formed, awareness of China consumer-rights was not matured. It lead the nature and function of the CCA are deviated from the prime purose. At home and abroad, there are many institutions in Similar or the same background. These institutions are worth reference, In addition, there are other autonomous organizations in China have begun to try to different way to defend the right. These institutions are not applicable to our country directly.When the Consumer Association discovered that some commodity is unusual, CCA may also carry on the proxy according to consumer's authorization to sue. Next, CCA may establish tripartite arbitration tribunal by the Consumer Association, the expert, the profession.Moreover, the mediation should not be must pass through the procedure, but is the selection program.
