As one of the most important international organizations in the world, for many years, WTO has been working on reducing trade barriers, expanding production of goods, services and trade scope.WTO has been trying to build a permanent multilateral trading system which is more dynamic and more complete, and have achieved remarkable results. With the modernization of global economy, the competition policy has been so important that it is no longer of every country's own concern. The competition in international market is becoming increasingly fierce.Trade policy and competition policy used to work cooperatively, the boundary between trade policy and competition policy has been blurred. Considering the great impact of WTO and its abundant experiences dealing with international trade issues, it is a generally accepted that the competition policy system should be built under the framework of WTO.This paper consists of three parts. Part one starts from the definition of competition policy and its historical origin, try to introduce the related background of international trade conducts and clarify the motive of competition policy along with. Also, makes a brief introduction of the existing pattern of international cooperation on competition issues, for example, bilateral cooperation, integrated regional cooperation. Part two is about the close-knit connection of WTO and competition policy, indicates the necessity to introduce competition policy into the framework of WTO.This paper also gives some comments on how WTO should respond to international competition policy system after analyzing different opinions of different countries. This paper states the existing obstacles and holds the opinion that based on the status quo that the competition policy is a very complicated issue, each part including member countries of WTO and international organizations should contribute to establish on establishing unitive competition rules step by step.
