The railway industry has always been a vital industry relating to the national economy and development in our country. The control reform and antimonopoly regulation is also an irresistible trend, especially after joining in the WTO, but also geared to international standards. However, the current status of China's railway industry is far compared with developed countries. Therefore, all aspects of railway sector reforms are very necessary.The opening part of this paper describes the feature of railway industry, the theoretical basis of government control and anti-monopoly, as the theoretical support for the coming analysis about railway industry. Besides this characteristic introduction, the government control, the antimonopoly regulating developing and practice experience in the US, Britain and Japan were stated. The similarities and differences between these countries were analyzed based on their specific measures and legislation status. Then taking China's national conditions as a starting point, it was analyzed which policies and methods are suitable to China, thus improving advice about China's railway reform development and anti-monopoly laws were provided. The key clue of this paper is to progressively deregulate the railway industry, and anti-monopoly control should be regulated in the competitive section, but taking to the principles of "exception in the application".Detailed analysis was also finished in aspects of both how to coordinate control and anti-monopoly. With control and anti-monopoly, China's railway industry could take advance in competition, and national economy could acquire new energy.
