With the constant improvement and development of civil servant systems, the importance of civil servants ethics'construction are becoming increasingly highlighted. The civil servant is the representative of people in China, its professional ethics system is in the heart of social and moral system, playing and leading role in society. The administrative organs and civil servants not only bear a significant legal liability, but also bear great moral responsibility. Civil servants must have good political qualities and professional competence, and must have high moral qualities. When Laws and regulations be absent, the professional ethics could'fill the seats', which to make the right decision, that promote the construction of Responsible Government and Public Service Oriented Government.The purpose of this article is to:combing the status of civil servants'professional ethics, conducting a sampling survey and interviews in Shanghai Putuo District, from which to explore the common problems of civil servants professional ethics, studying on the achievements of Civil Servants Professional Ethics'construction in western countries, which to promote the long-term development of Chinese civil servants professional ethics'construction.Taking the Marx dialectical materialism as the instruction, this article will research the civil servants professional ethics'construction by investigation, which is in the foundation of expounding the concept by using public administration and public management correlating theories. To analyze the causes from the civil service ethics institutionalization Construction, education and training system, assessment and supervision, the external environment and etc. Learning the system, legal framework, institutionalized way in professional ethics form the United States and other developed countries. Giving suggestions for the system of professional ethics, the long-term training mechanism, effective monitoring and evaluation of the civil service system. As to research methods, investigation method, literature searching, analytic method, which will make the research more scientific and comprehensive.
