The political environment of county government in China is special. There are more significant differences between county government and central government in terms of main functions and operation of provincial. County government is the main bearer of grassroots politics in China. It charged with regulating social differences between needs and objectives of the responsibility of government. The difference of Its leadership behavior influenced organization performance.The study examines the key factors of leadership behavior and county government performance. It aims at constructed the model of Leadership Behavior-Organization Performance. The study tries to analysis from perspective of leadership theory in order to explain the laws of county government performance fluctuation. Currently, many scholars emphasized the relationship between administrative performance and organization structure. But it can't explain the phenomenon that difference of organization performance dimensions in between difference leader in the same system. That is the cause of the study perspective.In the process of research design, the study considers the colored noise in subjective probability. First, the study used the method of "Natural Language Processing and Fuzzy Value" to whitening data. Next, the study used the method of "DEMATEL" to find the key factors of leadership behavior from default factors that precipitation from existing literatures. Third, the study used the method of "SEM" to verify the research hypothesizes with Path Analysis. All hypothesizes were supported in significance of the statistic.There are two conclusions in this study:(1) four key factors of leadership behavior in county government are Human Nature, Attention, Execution and Decision. (2) The path of leadership on organization performance is indirect. The model must be used two mediators what named "Organizational Innovation" and "Organizational Justice".The questionnaire and effective respondents summed up 95.64%. The conclusions in this study can be effectively explaining the phenomenon that county government performance fluctuation in statistics.
