Emergency Information Requirements Analysis And Application Based On Activity Theory

Recent years, with the occurring of a variety of emergencies, emergency management research has become a new field and hot spot of academic research. At present, although research on emergency management theory and practice has become more sophisticated, and the subject has touched many aspects of emergency management, little research is about emergency information needs analysis. Emergency information needs analysis is the basis for the emergency information management, but also the premise of all other emergency management work carried out. The current emergency management pattern has changed from passive response after crisis to active prevention and preparedness before crisis, and obtaining accurate emergency information needs is an important part of emergency prevention and preparedness, which directly affects the efficiency and effectiveness of emergency prevention and preparedness. Efficient emergency information needs analysis is essential elements and the premise of establishing an efficient information system, which it is valuable.The thesis summarizes the literature of information needs analysis on emergency management research, introducing activity theory into emergency information needs analysis for the first time. The first part gave an overview of emergency management and activity theory; then described the source, historical development, the framework features, Definition and application of activity theory related issues in detail; the third part placed great emphasis on activity theory-based emergency information needs analysis, discussing the principles and steps and applications of the method; the fourth part applied the method in information needs analysis of Zhouqu debris flow disaster relief supplies management; at last, to compare different information needs analysis methods with activity theory-based emergency information needs analysis method. The method provides a theoretical and practical support for emergency management and improves government emergency information management capabilities ultimately.
