With the further development of economy and society in contemporary China, multi-interest entities emerge, expression and dispute of and in interest appear constantly, which have deeply affected China's economy, politics, and society. Multi-interest entities have the need to protect their interests and thus are concerned with how and to what effect their rights and interests are expressed. They all actively exert their influence on the deciding and making of public policies with resources available. The government, which fundamental function is public services, should not only focus on the central task of economic construction, but also maintain the fairness and justice of the society. The government should establish the gaming mechanism for various interest entities and institute citizen rights expression system to eliminate contradictions and disputes and retain the stability of the society. As an expression right empowered by the Constitution, letters and visits system has its significance and value to exist in terms of the realistic needs of the society, though with some problems and deficiencies. The thesis is divided into four chapters:Citizen rights expression is defined in theory and concept. Constitutional analysis of citizen rights expression is conducted. Differentiation of citizen rights expression from the perspective of inside-system and outside-system is made. An in-depth analysis to rights expression and interest expression is presented. Rights expression is the means to realize interest expression and can ensure its materialization.The political, juristical, and social functions of letters and visits system are analyzed from a macro-perspective. An analysis of the system as systematized rights expression from a micro-perspective is also presented. Letters and visits system is subdivided into interest demand mechanism, interest coordination mechanism, rights defending mechanism, contradiction coordination mechanism, and rights remedy mechanism.At the present stage, the function of letters and visits system as rights expression is obvious and undoubted. Letters and visits system is characterized by lacking systematization and integration in its institution structure, heavy flavor of ruling by men in rights defending, absence of letters and visits procedures in its practice, insufficiency of letters and visits rights defending system construction, hence leading to problems with letters and visits system in rights defending.In this chapter, combined with problems encountered in the process of rights defending employing letters and visits, means and channels to improve letters and visits system are brought forth from the perspective of citizen rights expression.
