Orientation And Role Of The Grass-roots Government In Village Autonomy

Villagers' autonomy is an important feat and practice in the process of new countryside construction, which speeding up the construction of new countryside and is beneficial to achieve the goal of people are the masters and socialist democratic politics with Chinese characteristics. Since the1980s, china exercise generally a policy in rural district known clearly with "democratic election, democratic supervision, democratic management, democracy decision". With the constantly promotion of villagers' autonomy, our country rural governance system have a great change. Shandong province implements villager autonomy very earlier than others, and has made great progress in villagers autonomy currently. The village committee and rural basic village party branch have been established, village committee and the villager congress were held regularly, village affairs are more transparent, and the populaces supervise positively. However, there are some problems in the development of the villagers' autonomy. Especially, governance procedures are not perfect, the implementation of "democratic elections, democratic decision-making, democratic management and democratic supervision" does not reach the designated position, all kinds of autonomous organization and rules don't with specific situation, etc. Therefore, based on the actual circumstance of the villager autonomy in Yang-zi street, through the survey we found that there mainly appear in the following aspects problem in the villagers' autonomy mechanism. For example, the formalism of village cadres' election, the villagers pay less attention to election work, the villager congress non-existing, "Politico-economic relationship" between village party branch, government, village committee and village economic organizations are not harmonious, the villagers can't involved in decision-making, management process about the actual village affairs, etc.In order to solve the problems above, combined with local specific situation, this paper researches firstly the grassroots government positioning in villagers'autonomy, and puts forward three solutions, including the administrative guidance function of government in the process of the villagers' autonomy, reforming and improving the township government management system and improving the capacity of villager autonomy. We hope that these solutions could perfect villagers' autonomy and promote the democracy at the grass-roots level developing healthily.
