Research On The Jurisprudence And Strategy Of Chinese Agricultural Protection Policies Under The Framework Of WTO

Agriculture is the foundation of national economy, stable and sustainable development of agriculture is the foundation of social harmony and stability. China has always been the development of agricultural support industries, and at the present stage of economic and social development has had the "industrial support for agriculture, urban financed rural" social and economic conditions, conditions in the open economy of agricultural protection policy of the legal basis and countermeasures Issue for sustainable development of agriculture is of great significance. To this end, the paper industry, China's grain policy, for example, based on WTO Agreement on Agriculture Policy Framework for the adjustment of agricultural protection and improve the problem.This article focuses on the adjustment and improvement of Chinese agricultural protection policies, using literature synthesis method to introduce WTO Agriculture Agreement and relevant provisions of Chinese existing jurisprudence, making a comparative analysis of the content of agricultural protection policies both at home and abroad as well as analyzing the impact of those on Chinese food industry by qualitative method. Furthermore, based on above, the status quo of Chinese food industry and evidences of related protection policies and other specific issues have been analyzed. Accordingly, the study shows four significant aspects as follows. First, there is still a large space to perfect Chinese agricultural protection policies under the framework of agriculture agreement. Second, agricultural protection policies are decisive, which is positive, for the development of food industry. Third, Chinese food security, against the background of world food crisis, has become a social problem which is supposed to be strengthened efforts to resolve. Fourth, it may require adjustments and improvements to cope with the issue that Chinese current food protection policy faces.In accordance these status, the writer proposes several corresponding policies and suggestions under both domestic and overseas environment. For one thing, from the perspective of the writer, the provisions related to Chinese food industry protection policies are suggested to be perfected within the framework of the agriculture agreement,aiming to enhance the international competition of Chinese food industry. For another thing, Chinese legal system of agricultural protection ought to improve relevant laws and regulations on the basis of international circumstances and the real needs of rural households. In addition, it is necessary to broaden and deepen Chinese food industry protection polices, in order to serve a wider range of food industries.
