Mancur·Olson in his book ,mentioned that in the collective action of a group or an organization, the individual always use reasonable evaluation to take the activity which called"free-ride', which could affect the movement of the collective action of the organization. The main cause of the phenomenon of the free-ride is that the target of collective action is to create the public goods. But the non-excludability in collective goods enables consumers to benefit without sharing costs. To overcome the dilemma of the collective action, Mancur·Olson suggested that the most useful measurements is the selective incentives, on the other hand, to decrease the staff's number could also used In this dilemma.Furthermore, Russell·Hardin also has his opinion in the theory of collective action. He makes the critics to the Olson's theory. Hardin says the successful of the collective actions not only consider the dimensions of the organization but also notice that the step provision which contribute by their staffs.This study looked a civilian volunteer organization, which called'Interactive benevolent association'as a successive case study which intent to give an analysis of the collective action of this civilian volunteer organization. It hopes to despite the methods and ways of the Interactive benevolent association to overcome the dilemma of the collective actions, and check the theory of collective action whether or not to suit for the Interactive benevolent association's successful.
