Research On Construction The Government Affairs Information Resource Sharing System Of Dalian

As the most powerful owner, the government is also the most powerful producer, user and promulgator of government information resources. The volume of government affairs information is very huge; it has strong influence on societal public and great value to the development of a country. Therefore, counted as the important academic and practical field, research and utilization of government information resources is getting more and more attention from the education circles and government. During the promotion of e-government affair, the solution on exchange and sharing of information resources has become one of the key tasks stare us in the face.Based on the basic requirement of e-government affairs, according to the situation and regional advantages of resource of Dalian city, analyzed on researches of government information resources management, concerned on theoretical foundations, this paper discussed on the restrict factors of government information resource sharing, described main content and constructed the framework of sharing system. In accordance with the analysis on cases of information sharing system building of some foreign and local governments, this study pointed out of the problems on city information resource sharing system construction. To avoid the problems, considering the circumstance of Dalian city, this paper put forward basic ideas on construction of Dalian government information resource sharing system. And for the reference of city government to construct a perfect system, this paper found several approaches to ensure its construction, such as system building, standard unifying, platform service, requirement classification, human resource training and security evaluation, etc.
