Since the second half of the 20th century, the Government Management Reform has become developed countries'common choice in order to face the new challenges of social and economic environment. In response to economic globalization and global informationization, most of the governments have to improve their administrative capacity, so that developed countries have launched the campaign of "Administrative Process Reengineering" which is service-oriented one by one. Then service administration has become the direction of government reform in world.With the continuous deepening of reform and opening up policy and the development of marketing economy, Chinese citizens'demand for public services is increasing and diversified. Transforming development-oriented government to service-oriented government has become the target of Chinese government reform. Since the central government put forward to build service-oriented government in 2004, service-oriented government has been carried out all over the country. During the current construction of service-oriented government, there exist many problems and most prominent one is ignoring the needs of citizens of public service.This paper has reviewed the theory of service-oriented government, and tried to define that the nature of service-oriented government is to meet the needs of citizens. Then we took Hangzhou's practice--"democracy promoting the people's livelihood" for example. Through the analysis of this case, we concluded that service-oriented government may be established effectively through the establishment of expression and collection mechanisms for public opinion, transforming public demand into a series of major projects concerning with people's livelihood by the democratic decision-making mechanisms and carrying out the livelihood projects which are in order to satisfy public demand.
