| China Classification Society (CCS) is registered as a professional, independent and impartial technical organization, according to the relevant laws of the Government of the People's Republic China. Services include classification of vessels and offshore facilities, statutory inspection and other industrial services. In the last decade, as the Chinese economy soared, especially the ship building industry expanded in a rapid pace, amount of ship tonnages joining in CCS have reached from 15 million to 60 million. Although CCS has faced an extraordinary development, it still has handicap to come over, which matters most is the legal responsibility risks concerning the service it provides.Combined with the author's own work experience, the article introduces the general situation of CCS, with its relevant rights and responsibilities included; its legal status similar to the administrative organization is studied, while the traditional classification service and statutory inspection service are provided. Based on the analysis of the difference and relations between classification service and statutory inspection service, the author tries to discuss the legal character of mandatory classification system and the necessity to establish mandatory classification system in our country, intending to clarify the possible civil contractual responsibilities involved. Meanwhile, as the legal character of statutory inspection is discussed in the article, the administrative responsibilities are made clear when the statutory inspection service is provided.Therefore, just like other classification societies, CCS has a weakened protection and bears growing risks of liability. Because of that, the author suggests CCS should set up a liability protection system, in order to put forward countermeasures in different services. Nowadays, since the rapid development of the maritime industry in China, the establishment of liability protection system with Chinese characteristics for CCS is particularly important.
