Shortage of resources is the development issues faced by all countries in the contemporary world. View of the large population, relative shortage of resources, the poor environmental carrying capacity in our country, the party and the government proposed the construction of "resource-saving and environment-friendly" society. As an advocate for building a conservation-oriented society and the manager of social life, the government must start from their own and rigorously enforce the thrift, eliminate waste, efficiently use of administrative resources, and provide more and better public goods and public services for the society. Thus, the establishment of conservation-oriented government is one of the most important aspects in building the conservation-oriented society, is the necessary requirements of promoting our sustainable economic and social development.This paper use the new institutional economics including transaction cost theory, theory of institutional change and property rights theory as the theoretical analysis tools, describe the basic definition and characteristics of the conservation-oriented government, discuss the importance of establishing conservation-oriented government., analysis of the difficulties in the construction process of conservation-oriented government in China, and from the "system" point of view, deeply analysis of its reasons, finally, put forward measures and suggestions to promote the construction of our conservation-oriented government.Text is divided into five parts:Introduction briefly describes the research background and significance of this paper, summarizes both domestic and foreign research results on this study, and then put forward the theoretical analysis tools, and finally illustrates the research ideas and methods of this paper, and summarizes the innovation and weaknesses of this article.The second part defines the concept of conservation-oriented government, describes the significance of building a conservation-oriented government. The thesis thinks that, the so-called conservation-oriented government is such a government mode that the government make a scientific and rational institutional arrangements, make full use of administrative resources to effectively reduce the system of government costs and improve administrative efficiency, provide more and better public goods and public services for social and public with minimal government cost. Construction of conservation-oriented government has important practical significance, first of all, the establishment of conservation-oriented government is one of the most important aspects in building the conservation-oriented society; Secondly, building a conservation-oriented government is a necessary requirement for sustainable development; thirdly, building a conservation-oriented government is the inherent requirements of strengthening the government itself.The third part outlines the main problems in the construction of our conservation-oriented government. This section lists the main problems that the construction of conservation-oriented government faces by analyzing some data: the size of government is expanding; the administrative cost is high; administrative efficiency is relatively low; the transparency of government system is low.The fourth part analyzes the reasons that affect the construction of our conservation-oriented government. View of the problems the above mentioned, from the "system" point of view, this part analyzes the deep-seated reasons that cause these problems. Include:(1) the cost of maintaining the system running is too high; (2) hidden costs outside the system is too high; (3) the cost of institutional change is too high; (4) unclear definition of property rights wastes resources; (5) system opaque leads to low administrative efficiency.The fifth part is about the path of the construction of conservation-oriented government. This section present we shall improve the system of government to achieve the objective of reducing government costs, the specific measures include:(1) effective control of the costs of maintaining the system operating; (2) effective control of the hidden costs outside the system; (3) effective control of the cost of institutional change; (4) reform of property rights system, reduce social transaction costs; (5) to develop e-government and improve government administration efficiency.
