"Public service " and " coordination of urban and rural areas" are the two interrelated research themes. Coordination of urban and rural public services is the main ways to solve the inadequate supply of rural public services and the structural imbalances. Government in the development of urban and rural areas'coordination bear the primary responsibility of narrowing the gap between urban and rural public services. Inner Mongolia as the Autonomous Region,its rural structure is rather special,existing agricultural areas dominated by farming, but also to livestock based pastoral areas and there are semi-agricultural semi-pastoral farming and animal husbandry, researching the supply of public services of agricultural and pastoral areas of Inner Mongolia has a particularity and combined with the imbalance of public services of agricultural and pastoral areas of Inner Mongolia between regions and between urban and rural areas. And this imbalance is that the main reason for the phenomenon of the government's long-established dual supply system of urban and rural and the "absence" and "misplaced " of the government's responsibility. This article analyzes problems based on the situation of the supply of public services agricultural and pastoral areas in Inner Mongolia and combined the development policies of urban and rural, investigated the because of the problems from the perspective of government responsibility and further proposed relevant recommendations of improving the agricultural and pastoral areas of Inner Mongolia supply of public services to improve the level of agricultural and pastoral areas'public service provision, achieve the urban and rural areas and complete the highest goal of equalization of public services.
