Research On The ShenZhen "Administration Trisection System" Reform

China has attempted a new measure to reform the governmental administration system, which named"Administration Trisection", in order to adapt the development of market economy, also a mainstream model widely adopted by modern developed countries around the word.According to"Administration Trisection System", the government straightens out the power and relations of decision-making, supervision and execution. As the pilot area, Shenzhen pioneers administrative reform more than twice, accumulated a wealth of experience, and breakthroughs in theory and practice, which would make a great impact on governmental management system in future. As the reform carrying on, for and against, opinions differ by the varying degrees of understanding on reform.This paper intends to research on Shenzhen's reform of"Administration Trisection System"and its practical significance into five parts for the discussion. Chapter One is introduction, including the definition of"Administration Trisection System", reference material at home and abroad. Chapter Two is the analysis of historic background, the current situation and implementation in other countries. Chapter Three is to study the course of the exploration on Shenzhen's"Administration Trisection System"from 2001 to 2011, on purpose to summarize the drawbacks and enlightenment. Chapter Four is the suggestions to the reform. Based on the previous discussion, the author will points out the ways to overcome the drawbacks, and the methods for further development. Finally, Chapter Five is the conclusion.
