Study On Long-term Compensation Placement Mode For Rural Resettlements Of Hydraulic And Hydro-power Engineering

As a renewable and clean energy, hydropower resource is one of the pillar industries of national economy. Although China's water resource is abundant, now the exploitation degree is below 30%. As the global energy is becoming increasingly tense, China's hydropower development will inevitably have greater development. In early 2011, China Energy Bureau at the meeting on hydropower clearly put forward the goal of constructing 1.2 billion kilowatts hydropower during the twelfth five-year-plan. The rapid development of hydropower is bound to bring about a large number of engineering immigrants. However, Judging from the implementation situation, the traditional resettlement mode confront many kinds of problems and dilemmas. Therefore, it's an urgent task for us to innovate resettlement mode, and set up the long-term mechanism that can make appropriate arrangements for resettlements and guarantee their life quality. Since the foundation of P·R·C, resettlement has experienced four stages with the development of China's politation, economy and ideological cognition. Historical experience proves that the traditional resettlement mode hasn't satisfied the current needs of reservoir resettlement life and production development. While proposal of long-term compensation resettlement mode doesn't only conform to the development of the socialist marketing economy, but also adapts the basic requirements of participatory resettlement. Although the long-term compensation mode has not fully complemented, its proposal can realize the common desires of the owner, government and resettlements, and it's effective to properly solve the resettlement problems, especially those in rural areas. Different projects have different compensation mode. Among which,it has advantages to compensate for the projects who operating primarily for economic benefits. Resettlements can participate in water conservancy and hydropower development by the way of renting land, being a shareholder and cooperative management. Among which, shareing resettlement by means of land acquisition compensation is a relatively appropriate way for the resettlements sharing the project benefits. Take W for example,a large-scale water conservancy project, this thesis discusses the feasibility of shares resettlement method, and then, comparatively analyses the processing scheme and implementation effect, effect is ideal. But under the current underdeveloped marketing economy, it is more appropriate choose the way of combining shares resettlement with macro-agriculture resettlement, but latent or existing risks should be avoided.
