The Research Of Countermeasures For China's Responsible Government Construction

Recently, under the changing situation inside and out and with the implementation of socialist market economy system, time calls for a responsible government much more than before. Furthermore, it's also a demand in the process of improving the government's ability to perform its duties, strengthening political civilization construction and promoting modernization drive of our country. Therefore, how to improve and implement the responsible government construction became an important topic in the process of government reform and a hot spot around the academic circles. People in UK pioneered on the founding of responsible government, which influenced a large number of countries in the world. In 1960s, the western scholars put forward the ideas on seamless state responsibility and frame of political theory, made thorough and systematic research on the theory of public responsibility from the angles of public administration, performance evaluation, audition, governance and strategic management, and raised two new theories -the new public administration theory and new public service theory-which influenced the western world for decades. Pushed forward by the movement of new public administration, most western countries paved attention on government responsibility during the administrative performing process.The study on responsible government in China started in the end of 1980s. The domestic scholars paid close attention on the study of value, political system and government responsibility. Especially in these years some experts made comprehensive and broad research on the issues about government responsibility and responsible government. Furthermore, with doubt the issues about "people's livelihood" which relates closely with the founding of responsible government became of vital importance on recent national people's congresses and some other important government conferences, which responds to the study on theories. From all these efforts made we could see that out government paid great attention on the issue of founding a responsible government.The paper herein has deeply researched on how to smoothly realize responsible government towards China's current situation on the basis of this background, with the hope of confirming the public responsibility borne by the government and exploring how to set up a high-efficiency responsible government through defining the meaning of public responsibility and responsible government.It includes four parts in this paper. The first part is the introduction, which has mainly stated the background, the significance, the current research situation inside and outside China, the basic research thread and the research method of establishing responsible government. The second part has elaborated the concept of responsible government and the form of the public responsibility. The third part has stated the current establishment situation of responsible government in China, which has paid attention to the achievements in the construction of responsible government, but it has placed emphasis on indicating the existing problems and deeply analyzed the caused reasons, such as the out-of-date thought, the unbalanced government rights and duties, the unsound law system and the imperfect supervision mechanism etc. The fourth part has proposed the solutions against the existing problems in the construction of responsible government in China. The paper thinks that the theory renewal is the premise of constructing responsible government, the system construction is the key point of achieving responsible government, the limited government is the efficient way of realizing responsible government and the supervision enhancement is the guarantee of achieving responsible government. This paper has proposed the relevant strategies from several respects including concept renewal, system construction, limited government and supervision enhancement.
