Research On The Selection Of Approaches For Constituting A Modern Accountable Government

The modern accountable government model requires effectiveness, fairness, transparency and probity, so constructing a modern accountable government has become the basic value orientation of every country, is the fundamental requirement that the modern society brings forward to the operating mechanism, and is the goal every state government pursues for. At present, China is at a crucial stage of building socialism economic system, well-off society and harmonious society. The old administra-tive system is no longer suitable to fulfill the requirements of China's economic development. There-fore, building an effective, fair, transparent and accountable government is of great realistic meaning for China's economic development.From the perspective of administrative management, this thesis examines the building of ac-countable government. Based on the definition of accountable government, it organizes the theoretical basis of modern accountable government, analyzes the basic features and fundamental elements and the related principles of modern accountable government. It then systematically analyzes the current condition of modern accountable government trying to find out the theoretical background foundation, analyze and conclude the problems existing in the process of building modern accountable govern-ment, and analyze the reasons accounting for the problems so as to lay the theoretical ground and re-alistic foundation. At last, it probes into the approaches for building modern accountable government from seven aspects: the role and function of government, the concept of accountable administrative, the system of administrative accountability, the mechanism of power supervision, the system of per-formance evaluation, the scientific democratic decision-making, and the publicity of government in-formation.
