As an important component of state power in national grassrootspolitical power, township government is one of the most important part ofmodern state construction. Therefore, this article attempt to illustrate thechange and development of China"Local State"through analyzing towngovernment, by using the modern theory of"Bringing the State Back in".Through analyzing the track of China town government constructionin different periods science late Qing Dynasty, we can clearly see that inthis historical process, China town government experienced differentperiods, such as the village-town autonomy period, people's communesperiod and township politics village government period, which reflects theinternal logic between the changes in rural political power and modernstate government construction. The other hand, to local (rural community)and the interaction between the countries premise, the author shows theprocess of China modern government construction by analyzing thefunction optimization of local state, system reform, national rationaldevelopment and grass-roots democratic change.Meanwhile, from the interaction perspective between modern stateand rural society, we can see from this article that the control relationshipfrom state to rural society has experienced four steps: gradual downward,in-depth, comprehensive control and power retracement. The authorshelped us understand the background, the causes, growth logic anddevelopmental difficulties for rural government in different periods, andtried to clearly show further development direction of rural government.In one word, this paper combined the macro-theory and microscopic, andput forwards some prospects for China rural government construction, byanalyzing real samples.
