Construct A "Two-Oriented Community" Public Service System

The concept"Two-Oriented Community"comes from the practice of the"Two-Oriented society"construction. It refers to the energy-conservation style community and the Environmental Friendly community. The CPC National Congress's sixteenth session of the fifth plenary session clearly expatiated"to construct an energy-conservation and environmental friendly society", and confirmed this as a strategic mission in the national economy and social development's medium-and-long-term layout. The 17th CPC National Congress stressed that"construct ecological civilization and basically to form an industrial structure, pattern of growth and consumption pattern of energy conservation and an environment protection."And to give this kind of society to the prominent place in the industrialization and modernization development strategies, to fulfill it in every company and family. Community is an essential platform in people's daily life and social management, so"Two-Oriented Community"construction should be a base and essential content in"Two-Oriented Society"."Two-Oriented Community"construction is a serial of social actions under the government's directions and makes the most of social strength. This kind of community based on conserve energy and protect environment, and put ecological civilization construction in mind, to fulfill a harmonious relationship between people and natural and all-around development of the community gradually. The core is to cultivate a new community life style of"energy conservation and environmental friendly". The purpose is to promote the life quality of the community residents.The first part of this paper introduces the background, sense, and research method and innovation point. And also conclude related research about community service in home and aboard. The second part introduces the theoretical background and the important meaning of the"Two-Oriented community"public service construction. The third part firstly introduces the status quo of the Wuhan Fazhan community public service system construction through case study, than get the evaluation about the"Two-Oriented community"public service system construction from the residents through the questionnaire survey. The fourth part analyses the problems in Wuhan Fazhan community from the evaluation. The fifth part introduces home and aboard cities'community service pattern and their successful experiences which are benefit for the Fazhan community. The sixth part gives some suggestions to consummate the public construction under the theory of"Two-Oriented Community". The ending gets a conclusion of the paper. According this paper, the ideal mode of"Two-Oriented Community"public service system construction should be like this: the government gets a strategic and overall layout about the community development from a macroscopic perspective. And applies an essential technical direction, fund and other support. The community should organizes enterprises, non-profit originations, volunteers and residents to construct a new life style and community autonomy mode through the long term effects from every parts of society.
