Scientific outlook on development is a new achievement of localization of Marxism in China, a concentrated expression of the Marxist world outlook and methodology with regard to development and fundamental guiding ideology of communist Party of China's leadership and ruling. Understanding and analyzing CPC's ruling resources and the Integration through the idea and method from scientific outlook on development is a new direction for strengthening Party's construction and ruling competency and consolidating ruling foundation of the party .CPC's ruling resources is a general term referring to essential factors in all aspects in the operation and ruling activities of CPC.
