Theoretical Research On The Building Of Chinese Communist Party's System Since The Reform And Opening Up

In 2007, the 17th Party's reports for the first time put "system-building" and the ideological, organizational building, work style building, the building of anti-corruption together,so as to make system-building become the core elements of the Party building.This make the scientific status of the Party's system building come true, and this is an important innovation of the theory of Party building.Subsequently, the Party's Fourth Plenary Session of 17 also comprehensively proposed to push forward the system building to improve the scientific level of Party building. The Party's history tells us that focus on institution building is the quality and principles of Marxist ruling Party. For 80 years, the Chinese Communist Party has always runsystem building through the building of their own in the long-term revolution, building and reform practice, which is to continue to enhance its creativity, cohesion and combat effectiveness, so that the Party has always been ahead of the times. System building is one of the core elements of the building of the Party. Sane leadership system, organizational systems, work systems or not, is testing a political Party is one important sign of maturity. Since reform and opening, given the painful lessons of history of " the Cultural Revolution of Decade," facing the change of world conditions, circumstances and Party conditions, the Chinese communist Party which was represented by Deng Xiaoping, Jiang Zemin and Hu Jintao, based on the the theory of institution building which was created by Marx, Engels, Lienin and Mao Zedong, fully absorbed the fine system culture in Chinese traditional culture, constantly seek truth from facts, advance with the times, further enrich, expand and develop the Party's theoretical system, realize the scientific orientation of the Party's system building, so that our Party has withstood the test of various risks in the ruling practice and made tremendous achievements in the course of the reform and opening up and socialist modernization building.Since the reform and opening up, the building of the Party system has left valuable experiences, specifically manifested as follows: upholding the Party's system building is the protection of Party's advanced nature and governance capacity-building; upholding the harmony unity of Party's radical system,basic systems and specific system; upholding the unity of Party's system of building and the building of the socialist legal system; upholding the Party's system of building and the socialist market economy and advanced culture hand in hand. In the meantime, since the reform and opening up,the Party's system building tells us that the Party's system building must have a good sense of the system, adhering to the unity of systematic and operability,adhering to equal importance of the formulation and implementation, adhering to reality and long-term development in the future.Since the reform and opening up, the system building of our Party has made gratifying achievements, but compared to the situation and tasks in the new period, the current Party system building has still kept some problems. These problems were as follows: the system awareness of some Party cadres is weak; the operability and systematic of some systems are not strong, re-form but light effects, lack of the true nature of the times. In view of this, our Party should take the scientific development concept as a guide, adhering to the scientific the essence of development, promoting the sustainable development of our Party's system building; adhering to the concept of people-oriented culture, promoting the scientific development of our Party's system building ; adhering to the overall co-ordination mind, promoting the systematic development of our Party's system building.
